making widow mines detectable while "reloading" is just a slap in the face to all terrans... it makes them a single shot item, and quite expensive at that.

The widow mine is already unreliable and can even be detrimental (i.e. sending Phoenix over the Terran army)
It's just one of those RNG units that Blizzard just do not know how to balance, as is evidenced many, many times over SC2's lifespan as it got so many buffs and nerfs.
I mean at this point they're just putting rabbits out of a hat. "Oh well apparently all these years it was OP even after all nerfs and buffs, so we're gonna make it visible during reload. We don't really know how much of a nerf this actually is so we'll also be buffing the speed at which you can build them."
It's very similar like the SC2 Carrier. "we'll make interceptors cost 50 minerals each. No, 25! No, 5! No, 10! We'll add a Release Interceptors upgrade! No, we'll remove it!" Not yet even mentioned the carrier itself "120s build time is too long, change it to 90s." "oh 90s is too much, lets set it back to 120s"
"Oh even with 120s build time it's OP, lets nerf their health from 300 to 250"
